Maybe not for use with every theme, or anyway to be used carefully with some themes that wouldn't welcome strange color changes.
But it would be fun/good to make a kind of base theme that would expect admins to finish the job with this pallet tool.

It has to do with a homepage... I want to include on my homepage some customary welcome greetings and then a bunch of info that would be soread out accross wiki. For example, I want to include Users Map as well as say "teasers" of 1 or 2 articles. How do I do it?
I guess in a way it's similar to tikiwiki.org homepage which has lots of pieces of info in one place...

The modules are usually displayed in side columns, but can be put in a wiki page using the Modules wikiplugin.

I found the file -- tiki-gmap_usermap.php -- but am not very familiar with how it works.
Any module is easy to display in the wiki page. Otherwise, you have to might have to make a custom module or wikiplugin, and how hard this is depends on the task and your skills.
There's a "gmap" wikiplugin that puts a google map in a wiki page, but to display other data, specified for the use (http://mods.tikiwiki.org/Dist/wikiplugins-gmap-1.3.tgz). Maybe this could be used to display the site usermap, I don't know.

@ricks99: we use the CATEGORY plugin extensively on index and portal pages. If freetags become the more popular method on our site, it would be helpful to do the same with them.

the stuff from fresh install is not generated all the time
