hi, i am looking at creating a template page for certain users to create a page
eg: create a KB template with a question, solution & a section tag
users can use the template to just create new pages, which should appear in a TOC, or something of teh sprt for general use
does Tiki support such a feature?
i am willing to write stuff, though i confess i am not much of a web, develeoper though
Tiki does have the features needed to perform the tasks you mentioned. But not necesserily in one simple motion. Let me explain
#1: Tiki does have a Content Template system where you can go and create templates which can be used to pre populate a Wiki page.
#2: Tiki has a feature called Structure which can be used to created a fully structured TOC
Unfortunetly Tiki does not have an option to create a Wiki page from a template. In other words, a user would have to create a Wiki Page. Then from the Wiki page, choose the template which would pre-populate the content
The good news is that with a bit of work, your workflow (User Create page from template which is automatically inserted into TOC) is possible. But like I said would require a bit of work

like for example in case of a Knowledge base article
a Text area for question
and another for solution
Well by default you can create different sections using Headers within your template. One Header would be called Question and the other Solution. It would be up to the users to edit the proper section.

Did you ever look at the Firefix Support site which uses TikiWiki? They added many new features but in their case what they did for their Workflow is use the Forums as the mechanism to ask Questions
allow users and staff to anwser but once a suitable solution was determined, they would create a Knowledge Base article out of it

sai_kiran: luciash brings up another possible solution. Could be interesting for you to investigate. There are many possible ways for you to implement this. The level of user interaction and how guided you want to experience for your users will determine how simple or complex the solution might be.

it is impossible to sort/filter when the value of the rating field is the sum and not the average
in mysql I can do - but accross browser I can not do

means you can not sort (because you sort on average) you can not filter because you filter on average
I am thinkink a lot about doing a composite value avg - sum
instead of sum
but I can only find a solution with mysql
because mysql can sort on a function of a field and filter on substring-index...
so .. dammit I will have to change the content of this field
the filed value will ne the real value of the rating
and the sum... nb of voting must be calculating from the tiki_user_votings
a big flaw in the design..
