i moved now all files from asrbern to htdocs/

Hello. I have a problem with my tikiwiki installation. I have it installed in my home directory on linux, so that it can be accessed as http://ip/~user/wiki. However, for some reason the PHPSESSID cookie has the tilde ~ encoded as %7E, and I am always getting the "You have to enable cookies to be able to login to this site" error message. Any ideas? php configuration maybe?

Hello dabiacho and Mery Christmas to you. Iam not sure but i think I've heared of a problem with path when ~ is part of it. can you change that path? 
I would rather to not have to, but I guess I can. Is there no other solution?
when u are fimilar with webserver configuration maybe url rewrite rules may help. 
mod_rewite in apache
something like : RewriteRule ^/~([^/]+)/?(.*)  /u/$1/$2 [R] will replace /~user with /u/user
