and there is a "category" item in the menu's list

How did you solve it?
The global-permission wasn't set. I don't know why this was a problem, since I had it overridden
but when I went to "permissions" and looked for category view-permissions and set it to true for anonymous, the problem was solved

ticket systems were used by developers to create small "tickets" (you can compare them with note-papers) that define a task and whenever you complete some stages of the task, you can document them
