However, when I exceeded 20 failed login attempts, it sent me an email for account validation, and that worked

Well listen to this.... I rolled the DB back to the point where I last saw the link and currently it is visible on site1. So I've since created site2 by copying the dir, created a second DB and imported a copy of site1 DB.
site1 shows the link, site2 does NOT!
technically they are exact copies in time.
