Long ago, it may have existed but maybe was far from complete so was removed.

Also see http://i18n.tiki.org/ , which is for translating the interface "live", or something like that.

template inheritance makes you change the way you think of template organization. I used it for the smarty site, and it's really nice. speeds up development quite a bit.

mohrtyes I would not rush implementing smarty 3. I'd say 90-95% will work out of the box, but it isn't as simple as adjusting until it works. Not if you want to use new features too.
if you don't take advantage of new features, there isn't a hugely compelling reason to upgrade. its quicker at some things, not at others. just depends how you use it. Generally the more complex the tpls are, the more efficient it is over smarty 2

use a variable filter to auto-escape HTML where you want to do so (normally so?)
