I have created one, but when I supply it parameters when I try to use it from a wiki page, it just shows me the module definition directly, (it does not parse the wiki syntax)
but if I just call the module without parameters, it displays a box saying "missing parameters"

i *think* if you created a single tracker, but used 2 different "pretty" trackers (one for the initial request, and another for the approval) you can send different emails.
