[18:57] rdholder i've been playing with the tikiwiki admin interface a little bit, but I wouldn't think it has controls for you to change what the temp file default file creation permissions are.  you could run a cronjob to remove those permission like once an hour, that might satisfy your hosting provider.
[19:0] rdholder to be honest with you, i use bluehost.com, which has a really nice set of cpanel tools, above and beyond what i've seen on other hosting providers.  they've written a custom kernel that gives every account it's own virtual linux instance, and throttle by CPU so that nobody on one box can load that server to where everybody else gets choked out.  they also have a cpanel app they call "SimpleScripts" that installs packages like tikiwi
