the /themes is afaik something planned for the future not yet finished ... to merge /styles with /templates/styles ... this shall allow selfcontained themes à la download, extract in /themes and work
I think you should find the right place for the meantime in /templates/layouts/mylayout or so
just see how the different existing layout variants are setup in /templates/layouts and do it the same way (alike copy/rename/reedit_or_replace) 		[02:30]

I have TikiWiki 12.2 installed. I have a message that says 13 is available; however, when I go to update it I am only allowed to reinstall the 12.2 in the Admin Database section. Could someone point me to where to handle this or is someone willing to do it for $20USD. I have cPanel 		[18:17]

I do the update recently, you must downlaod the zip file and decompress it in the same folder then your old installation(place your old installation somewhere else before)
I recommand to take backup first
after that you will be able do start installation
make sure that you have php.5.5 with the corect plugin 		[18:19]
