I noticed the "titlebar" in wiki text now uses the bootstrap small well styling. I don't really think this is appropriate, since wells are containers that hightlight their contents. The titlebar is meant to mark the beginning of a section.
Then I checked about "titlebar" in typography but it doesn't seem to exist outside of the computer interface.
I suppose extending the well div another step would be about right, to eliminate all whitespace above and below the text or even make it negative. This is close to what we did before with titlebar.

Like text with a background drawn with a highlighter pen, that sort of effect.
