In a trial, I divided layout.css (34.9KB) into layout-only.css (23.3KB) and general.css (12.9KB). general.css contains default colors and font sizes, etc. that are nice to import but not really layout properties.
A few properties should also move to theme stylesheets, such as div#sitesearchbar positioning (to minimize/eliminate absolute, relative positionsin layout.css that are really theme-specific).
