i am willing to write stuff, though i confess i am not much of a web, develeoper though pascalstjean: Tiki does have the features needed to perform the tasks you mentioned. But not necesserily in one simple motion. Let me explain
#1: Tiki does have a Content Template system where you can go and create templates which can be used to pre populate a Wiki page.
#2: Tiki has a feature called Structure which can be used to created a fully structured TOC
Unfortunetly Tiki does not have an option to create a Wiki page from a template. In other words, a user would have to create a Wiki Page. Then from the Wiki page, choose the template which would pre-populate the content
The good news is that with a bit of work, your workflow (User Create page from template which is automatically inserted into TOC) is possible. it is impossible to sort/filter when the value of the rating field is the sum and not the average

but I can only find a solution with mysql
because mysql can sort on a function of a field and filter on substring-index...
so .. dammit I will have to change the content of this field
the filed value will ne the real value of the rating
and the sum... nb of voting must be calculating from the tiki_user_votings
a big flaw in the design..
