users seems to be more than branches
perhaps some people needed a directory and permissions on it to create several branches

chealer, in my case, I thought it would be good to have a repository for theme files that are compatible with trunk, like now would be tiki 5 compatible, then when tiki 5 is released, the theme files can go to mods.
for me, it isn't meant to ever merge with trunk.
just a public repository for 'pre-mods'.

chibaguy: well, mods/ only contains a trunk/, so I guess it could go there (but I wasn't questioning the pertinence of your directory, I don't care)
yeah, I guess the basic problem is that mods only has a trunk and no branches, so it doesn't have a structure parallel to the main code.
