Had noticed earlier today an issue with clean install fail to display tiki-index.php. found out it is only firefox (3.6.2) having this problem. Chrome 4.1,Opera 10.10, Konqueror 4.3.2 and IE8 are fine. clearing the cache&cookies solved the issue.
think there is a problem with updating the cookies in firefox (never had this before) so im not sure if this is a tiki problem or a firefox issue.
