I'm thinking the little one-line-height items can be positioned absolute (login, search, menus) with no bad effect, but the chunky items shouldn't be, so they can function to set the header height.

And the menu dropdowns are the top z-index layer again.

CSS menu dropdowns are messed up in IE6, if that's important to anyone. I'm not sure what the policy/strategy is for IE6 support now that IE6 isn't actually supported in tiki 7.
