I've had two ideas so far... perhaps include some sort of title text next to their username, or restrict ordinary users from being able to upload avatars. Unfortunately I'm struggling to find an option or plugin for either

   <br> I could keep User Preferences Screen disabled, temporarily re-enable it, log in as each special user, set it, then disable it again
