So Wiki pages will always only show the Wiki toolbar even if global is different luciash: if you modified wiki tollbars then I guess that one will show instead of global
try dragging the bgcolor icon and save
that test worked for me
it shows in both, wysiwyg and wiki toolbars view mode too
