lastly (since a few days), someone named "Yves Kipondo" is removing the {maketoc} plugin from a few documentation pages

I personaly find the maketoc plugin very useful when reading pages and looking for information
Is there a discussion/consensus on removing such {maketoc} plugin from pages or is it just someone acting on himself?
